How do you tell a professional dog walker? My local park committee has discussed charging but I've always thought it would be impossible to police. In our next discussion I'm going to bring up the point that Lance Cove hasn't had any success in getting fees paid. However, I guess if the fee were reasonable the commercial operators would be willing to pay on an 'honour' system. After all, the regular walkers would know who the 'professionals' were.
